The 160/2001 (IX. 12) Government Decision
on the Hungarian Current Research Information System

 

According to the scope of duties laid down in 35§ (1) paragraph point (f) of the Constitution, the Government enacts the following:

General regulations

1. §

(1) The aim behind setting up the National Research and Development Directory is to register and preserve R+D topics and projects in order to improve transparency, to identify accumulated financial support, to promote scientific and professional cooperation, as well as to give assistance in the economic exploitation of the research achievements.

(2) The Directory includes projects that have titles, commencing and terminating dates, and are identifiable by appropriations. In the first phase, financing of research as core function and scholarships are not included in the Directory.

(3) It is obligatory to provide information on researches that involve state financing. Providing of information must come from the organizations supporting the research and must touch on the appropriations listed in the annex of the Decision as well as the topics supported by the various research programs. The contracts of support must contain that the researching party is willing to provide the obligatory information for the financing party according to the Decision.

(4) The information will be supplied for the supporting organization at the time of contracting as well as at the termination of the research project both in Hungarian and in English, and the supporting organization is obliged to forward the information to the Directory within 15 days of project closure. Should any change occur in the information supplied during the time of the research that requires the modification of the original contract, the Directory has to be notified not more than 15 days after the changes. The Directory confirms the arrival of the information within 5 days.

(5) Any organization outside of the budgetary financing can supply information for the Directory with the same content voluntarily, and may modify them any time.

(6) Individually proposed projects without contracts, but from budgetary sources provide information for the Directory twice, 15 days after commencing of the project, and 15 days after termination of the project. Should any changes occur during the course of the research that brings modification of the supplied information, the initiating party has to notify the Directory within 15 days of the changes.

(7) Information on projects involving Hungarian participation in international R+D cooperation will be forwarded to the Directory by the appropriate unit of the Ministry of Education.

The registered information and the method of registering

2. §

(1) The Directory is set up, funded and supervised by the Ministry of Education. The National Technical Information Center and Library (BME OMIKK) will carry out the technical tasks. The task of analysis will be made within the organization Ministry of Education.

(2) The Directory will be run in Hungarian and English, and it is the Minister's competence to publicize the information.

(3) The directory will include the following information:

a) the title of the R+D project;

b) the identification of the call for tender;

c) a summary of 1500 characters, that can be made public according to the project coordinator;

d) free keywords and set subject headings to identify the topic (provided by the project coordinator);

e) the discipline of the project;

f) the address and availability of the executing institutions, persons (including names, addresses, telephone and fax numbers, internet addresses);

g) the date of commencement and termination of the project;

h) the important tasks and results to be achieved during the course of the research;

i) the number of the employed researchers working on the R&D project according to the FTE ratio;

j) the amount of the financial support of the project and the subdivision of the sources, as well as the total cost of the project;

k) a summary on the results achieved at the end of the research that can be publicized;

l) a list of publications and patents, both national and international;

m) a description by the project coordinator on the implementation of the achievements;

n) the changes in appropriations, if any should occur in the amount or source of the budgetary financing before the termination of the project.

(4) the data supplier will supply the information under points a-j of paragraph (3) at the commencement of the project. Should any changes occur, the information can be supplied later according to the (4) paragraph of the first §. The information included in points k-n are to be supplied at the termination of the project.

(5) with prior permission, the Directory can also publicize make the following information public:

a) the name, gender, scientific degree, telephone number and electronic address of the project coordinator;

b) other important researchers and development engineers working on the project.

Closing regulations

3. §

(1) This decision will come into force 30 days after the enactment. According to the Decision, the obligatory data supplying will applied for the contracts entered after 01. January, 2002. The voluntary supply of data concerning researches may include projects commencing before the above-mentioned period.

(2) The Ministry of Education covers the Directory's operating costs. The National Technical Information Center and Library's costs related to the R&D registry will be covered by the Technical Development Appropriation supervised by the Ministry of Education. The Ministry of Education's operating budget will cover the costs related to analysis.

(3) After the termination of a project, the Directory is obliged to maintain the availability of the data for twenty years.
